Annual Administration Report
  1. CONSTITUTION OF THE BOARD
Barrackpore is a Category – II Cantonment as per Cantonment Act 2006. The normal Board consists of Fourteen Members of whom Seven are elected members. During the year under report the following held the offices of: -

  1. ELECTIONS
Elections were held and Board was constituted in June,2008. Next elections are therefore due only in 2013.
 
  1. MEASURES TAKEN TO AUGMENT REVENUE
 
Rates of Non-Tax Revenue items and water charges were revised. Parking charges on vehicles introduced. The Market kiosks were renovated and occupancy rights disposed off . The Assessment of appx 70 properties out of 1200 were amended yielding an appx additional revenue of Rs.13 Lakhs.
 
  1. WATER SUPPLY
 
The Board have their own independent storage and distribution net work. Water is obtained from KMC in bulk and distributed through Boards own network. The per capita supply of water per day is 135 litres. 75 new connections were given.
 
  1. SANITATION
 
Standards of Sanitation in the Cantonment has been satisfactory. There are no dry type latrines. Door to door garbage collection in Sadar Bazar along with regular removal of rubbish from common points through covered garbage trailers is in place.
 
  1. TAXES
 
All taxes levied in the neighboring Municipalities are levied by the Board. There is no scope for additional taxation. Regular revision of Assessment in r/o rest of the properties will be taken up during 2011-12. Amendment of Assessment in r/o some prominent properties were taken up and a sum of Rs.13 Lakhs generated during 2010-11.
 
  1. HOSPITAL AND DISPENSARIES
 
The Board maintain one Hospital with 25 Beds, also equipped with modern Pathological Lab. A Poly Clinic and Diagnostic Centre having facilities for x-ray, Ultra Sonography and ECG has been functioning effectively. During the year under report 38958 outdoor patients, 5,346 emergency patients and 1,169 indoor patients were treated. 13,562 children were given oral Polio Vaccine through Polio Immunization Programme. Integrated Child Development Scheme has been got introduced in the Cantonment through State Govt. Cost of health services have gone up significantly due to revision of Pay and Allowances etc. during the year under report.
 
  1. EDUCATION
 
The Board maintains Two Primary Schools with the Hindi medium classes having over 502 students, mostly from BPL families. Significantly, the buildings of the two schools have been fully renovated at an appx. Cost of Rs.30 lakhs or so in the year.Computer education has already been introduced. Periodical health check up camps for children are carried out. Extra curricular activities like Music and Dance are pursued. Annual Sports Meet of the schools are regularly organized. School children have also participated in Sub divisional Sports Meet Organized by State Govt.
 
  1. PUBLIC WORKS

  1. MARKETS
 
Cantonment Board are maintaining a Market for perishable commodities where around 135 vendors are providing services to the local civil population. A Modern Shopping Complex named “Samridhi Complex” has been constructed on self- financing basis at an approx cost of Rs.170 lakhs. Out 68 shops 44 were allotted to the highest bidders. 24 shops are lying vacant, which will also be disposed off shortly. The said Complex has been inaugurated and dedicated to the Citizens by the PCB on 29th June,2011.
 
  1. TREE PLANTATION
 
The entire Cantt is very green and there is not much space for significant tree plantations. However, during the year under report 50 (Fifty) Trees were planted in association with Forest Deptt. of Govt. of West Bengal and survival rate is 40%+.
 
  1. FIRE FIGHTING
 
The Board depend upon the fire fighting services from the State Government.
 
  1. BIRTH AND DEATH
 
During the year under report 196 Births and 95 Deaths were reported.
 
  1. GENERAL
 

General Administration has remained satisfactory. Audit of accounts of Cantonment Board has been carried out up to March, 2011, with no serious observations being raised.
